O artigo analisa as relações entre Estado e sociedade civil nas políticas culturais no Brasil após a Constituição de 1988, destacando os mecanismos participativos. Inicialmente, discute-se a evolução da participação social e as reformas institucionais que a impulsionaram. Em seguida, analisam-se os modelos de parceria entre Estado e sociedade civil na implementação das políticas culturais, avaliando sua efetividade. Por fim, examinam-se os impactos do programa “Cultura Viva”, ressaltando como a inserção da sociedade civil na execução das políticas culturais tem redefinido a gestão pública. A pesquisa evidencia avanços, mas também desafios institucionais que limitam a efetividade da participação social, apontando a necessidade de novas estratégias para fortalecer a democracia participativa e consolidar políticas culturais mais inclusivas e sustentáveis.||The article analyzes the relationships between the State and civil society in cultural policies in Brazil after the 1988 Constitution, highlighting participatory mechanisms. It begins by discussing the evolution of social participation and the institutional reforms that propelled it. It then examines the partnership models between the State and civil society in implementing cultural policies, assessing their effectiveness. Finally, the impacts of the “Cultura Viva” program are explored, emphasizing how the involvement of civil society in the execution of cultural policies has redefined public management. The research highlights progress but also institutional challenges that limit the effectiveness of social participation, pointing to the need for new strategies to strengthen participatory democracy and consolidate more inclusive and sustainable cultural policies.
