The research aims to analyze the regulations referring to the municipal system of culture of Manaus and its integration into the National System of Culture, in the light of cultural rights expressly present in the Federal Constitution of 1988, as well as the differences in relation to PRONAC - National Program of Culture. Support for Culture, undertaken by the Union. It seeks to understand the normative frameworks referring to the promotion, incentive and promotion of cultural development in the city of Manaus/AM. To this end, a survey of municipal legislation that addressed the issue was carried out, segmented into: a) regulations of the Municipal Fund for Support to Culture; b) concession of tax incentives for cultural projects; c) institution of the Municipal System for the Promotion of Culture – SISCULT; d) the current administrative structure of the Municipal Foundation of Culture and Arts – MANAUSCULT. The analysis of these legal frameworks is guided by the concept of culture provided in articles 215 to 216-A of the Federal Constitution, especially in the matter concerning cultural rights, since it is a perspective capable of building a democratic expansion in the concept of culture, seeking to recognize it as a right of all people.||A pesquisa tem como objetivo analisar as normativas referentes ao sistema municipal de cultura de Manaus e sua integração ao Sistema Nacional de Cultura, à luz dos direitos culturais expressamente presentes na Constituição Federal de 1988, assim como as diferenças em relação ao PRONAC – Programa Nacional de Apoio à Cultura, empreendido pela União. Busca-se compreender os marcos normativos referentes ao fomento, incentivo e promoção do desenvolvimento cultural no município de Manaus/AM. Nesse intuito, foi realizado um levantamento de legislações municipais que abordassem o tema, segmentado em: a) normativas do Fundo Municipal de Apoio à Cultura; b) concessão de incentivo fiscal para projetos de cultura; c) instituição do Sistema Municipal de Fomento à Cultura – SISCULT; d) a estrutura administrativa atual da Fundação Municipal de Cultura e Artes – MANAUSCULT. A análise desses marcos legais é guiada pela concepção de cultura disposta nos artigos 215 a 216-A da Constituição Federal, especialmente na questão que concerne acerca dos direitos culturais, visto ser uma perspectiva capaz de construir uma ampliação democrática no conceito de cultura, buscando reconhecê-la como um direito de todos
