The article focuses on the memory and history of the MPGO's first public civil action, filed in 1987 by the then public prosecutor Sulivan Silvestre, the scope of which was the defense of the environment. The aim is to demonstrate the difficulties in operationalizing public civil action and protecting diffuse rights in the scenario prior to the 1988 Constitution. The hypothesis adopted is that before the institutional reconstruction there was an internal conflict within the MPGO over the use of public civil action. The management, anchored in the ministerial model of the civil-military dictatorship, was hesitant about applying the new rights. However, a number of members, mainly those also linked to the political opening movement, used their skill and sense of timing to use the new attributions, giving the institution a suitable guise for the moment that was opening up with Brazil's re-democratization.||O artigo tem como objeto a memória e a história da primeira ação civil pública do MPGO, impetrada em 1987 pelo então promotor de justiça Sulivan Silvestre, cujo escopo era a defesa do meio ambiente. O objetivo é demonstrar as dificuldades em operacionalizar a ação civil pública e tutelar dos direitos difusos no cenário anterior à Constituição de 1988. A hipótese adotada é que antes da reconstrução institucional havia um conflito interno no MPGO sobre o uso da ação civil pública. A direção, ancorada no modelo ministerial da ditadura civil-militar, vacilava quanto à aplicação dos novos direitos. Porém, uma série de membros, principalmente os também vinculados ao movimento da abertura política, valeram-se de sua habilidade e senso de oportunidade para usar as novas atribuições, dando roupagem adequada à instituição ao momento que se abria com a redemocratização brasileira.
